Escritura de compraventa is otherwise known as the second or final contract stage. The purchaser will be required to pay the balance of the purchase price and all fees on the date of completion. Both the vendor and the buyer must sign the contract at the same time. This contract is equivalent to a deed on the purchased property. In front of a Notary Public the buyer will receive the deed of conveyance which is known as escritura in Spain. In order for everything to be legal a copy of the deed will have to go through the tax office and property registry. In Spain, all deeds of sale must be witnessed by a Notary Public, which is a public official in that country. However, you need to have your own legal counsel to protect your own interests during the transaction. Part of the fees for purchasing include property tax, and legal fees for your Notary Public.

September 7, 2009, 4:33 pmHYANNIS, MASS.: Less than a month after Cape Cod’s largest solar grid premiered at an Osterville marina, the Hyannis Water Pollution Control plant could steal the title — and at no cost to the town.If the Barnstable Town Council approves funding tonight for the approximately 1,000-panel project, it could provide nearly 75 percent of the water plant’s energy needs, reduce toxic emissions and save as much as $192,000 a year in energy costs, planners said this week.The project would include a 290-kilowatt solar system and four wind turbines powered by wind power at the facility on Bearse’s Way, producing nearly 1,200 kilowatts of electricity annually. That compares to 276 photovoltaic panels at Oyster Harbor Marine.And the federal government would cover the town project’s $7.6 million price tag through the American Recovery and Reinvestment Act.”This is a once-in-a-lifetime opportunity for the town,” Barnstable Energy Coordinator Richard Elrick said yesterday. “I can’t think of another situation … where a project has had this kind of potential impact, not only on the environment, but on economic development. … We don’t have to pay a cent.”The Hyannis center is one of 14 facilities around the state eligible for the stimulus funds through a state pilot program aimed at reducing energy use and greenhouse gas emissions at wastewater and drinking water plants throughout the state.Falmouth, the only other Cape town eligible for the funds, is scheduled to receive about $5.5 million for a wind turbine at the town’s wastewater treatment plant and for solar panels at the Long Pond pump station, said wastewater superintendant Gerald Potamis.In Hyannis, the proposed panels would be about 3-feet wide and 6-feet long, and the turbines would each be about 180 feet tall. It would reduce carbon dioxide emissions at the center by 705 tons each year, Elrick said.The turbines would be spread about 500 feet from each other at the facility, shielded from view by nearby trees.”People seem pretty excited about this,” said Town Councilor Harold Tobey, who represents Hyannis’ eighth precinct. “I have yet to hear any complaints about the size or the scale. … It’s a win-win all around.”Neighbors did not return calls for comment yesterday afternoon.Along with the Falmouth projects, the Hyannis effort meets the model of energy efficiency and cost savings that environmental groups are encouraging across the Cape, said Megan Amsler, director of Cape and Islands Self-Reliance, an alternative energy advocacy group in Falmouth.In addition to saving energy and reducing emissions, such projects help to secure energy rates in an increasingly volatile market, Amsler said.”Essentially, you’re paying up front and then the fuel is free because you’re creating it yourself,” she said yesterday.If the council approves the funding tonight, the project will likely be put out to bid by the end of October, and construction could begin next summer, Elrick said.
